Rachel Bell looked nothing like a scandal.
Harper noticed that first.
She looked tired.
Thin.
Afraid.
Human.
Television turned people into roles.
Mistress.
Second wife.
Missing woman.
Witness.
Rachel was simply a woman sitting beneath ugly motel lighting with a six-year-old girl asleep beside her.
Dr. Bell rested in the adjoining room under Marco’s security.
Harper entered alone.
Rachel stood immediately.
“You’re her.”
Harper stopped.
“Apparently.”
“Harper Rossi.”
“Yes.”
Rachel laughed weakly.
“My father talks about you.”
“Good things?”
“Mostly complaints about Gabriel refusing medical advice.”
“That sounds correct.”
For one second, something almost normal passed between them.
Then Rachel looked toward the child.
“Sophie.”
Harper nodded.
“She okay?”
“Yes.”
“Physically?”
Rachel hesitated.
“Yes.”
The hesitation said enough.
Harper sat.
“You asked for me.”
Rachel remained standing.
“I need Gabriel.”
Harper almost laughed.
Rachel frowned.
“What?”
“Nothing.”
“What?”
“You’re the second woman this week to come to Monroe House asking for my husband.”
Rachel looked embarrassed.
Harper softened.
“You don’t need him to speak to me.”
“He can protect Sophie.”
“So can we.”
“You don’t understand.”
Harper leaned back.
“People keep saying that.”
Rachel finally sat.
“My husband killed his father.”
Harper became still.
“Nolan killed Robert Voss?”
“Yes.”
“How do you know?”
“I saw him build the bomb.”
Silence.
Harper stared.
Rachel’s hands shook.
“He used our garage.”
“When?”
“Two nights ago.”
“Why were you there?”
Rachel laughed bitterly.
“Because Nolan brought me home.”
Harper’s pulse increased.
“You weren’t missing willingly.”
“No.”
“Sophie?”
“With me.”
“Where had you been?”
“Nolan has a property in Michigan.”
“Why?”
“He found out I was collecting evidence.”
Harper breathed slowly.
“About Michael?”
“About all of them.”
“Start at the beginning.”
Rachel looked at her.
“You won’t believe me.”
Harper thought about the last four years of her life.
“Try.”
Rachel stared at Sophie.
Then began.
She had married Nolan Voss at twenty-three.
He was charming.
Ambitious.
Connected.
Her father disliked him.
That had made Rachel want him more.
Harper almost smiled.
Some mistakes remained universal.
Two years into the marriage, Nolan introduced her to Michael Donovan.
They became friends.
Then something else.
Rachel did not romanticize it.
Michael paid attention when Nolan ignored her.
Michael listened.
Michael told her Nolan was controlling.
All of that had been true.
None of it meant Michael was safe.
“When I got pregnant,” Rachel said, “I thought Michael would leave Claire.”
Harper frowned.
“Claire was already in his life?”
“Engaged.”
Rachel looked ashamed.
“I knew.”
Harper said nothing.
“I told myself their relationship was political.”
“Was it?”
Rachel laughed.
“Probably. But Claire didn’t know that.”
Harper’s jaw tightened.
“Sophie was born.”
“Michael acknowledged her privately?”
“Yes.”
“Nolan knew?”
Rachel looked up.
“He arranged it.”
Harper stopped.
“What?”
“The affair.”
Silence.
“Nolan introduced you deliberately?”
“Yes.”
“Why?”
“To control Michael.”
That was the answer Harper had not expected.
Rachel continued.
“Nolan knew Michael wanted national office.”
“And a hidden child—”
“Leverage.”
Harper felt sick.
“You were leverage.”
Rachel nodded.
“So was Sophie.”
“Did Michael know Nolan knew?”
“At first, no.”
“And later?”
“Yes.”
“What happened?”
“They made a deal.”
“What kind?”
“Nolan managed Michael’s career. Michael protected Voss connections from prosecution.”
Harper leaned forward.
“And Senator Harlan?”
Rachel’s expression changed.
“He chose Michael.”
“For Claire?”
“For himself.”
Harper felt cold.
Rachel continued.
“Charles Harlan wanted a younger political heir. Claire was the bridge.”
“So the marriage was arranged?”
“Politically. Claire didn’t know.”
“Michael?”
“Yes.”
Of course.
“And the abuse?”
Rachel looked away.
“Michael likes obedience.”
Harper’s hands tightened.
“He hurt you too.”
Rachel did not answer.
No need.
“Why did you start collecting evidence?”
“Sophie.”
Harper waited.
“One night Michael came to the house angry.”
Rachel’s voice became quieter.
“Sophie spilled juice on his jacket.”
Harper’s stomach turned.
“He grabbed her arm.”
“How hard?”
Rachel looked at her.
“Hard enough.”
Harper knew that answer.
Rachel continued.
“I saw her face.”
A mother seeing fear become inheritance.
That was the line.
The one that changed everything.
“I started recording.”
“Michael?”
“Michael. Nolan. Robert. Harlan.”
“Where are the recordings?”
“Some with Dad.”
“Bell’s drive.”
Rachel nodded.
“Others somewhere safer.”
“Where?”
Rachel stared directly at Harper.
“Monroe House.”
Harper froze.
“What?”
“I mailed a package three weeks ago.”
“To who?”
“You.”
Harper stood.
“I never received it.”
Rachel’s face went pale.
“Then someone intercepted it.”
Harper immediately called Emily.
No answer.
Again.
Nothing.
She called the office.
Reception answered.
“Monroe House.”
“This is Harper.”
“Hi—”
“Did a package arrive for me three weeks ago?”
A pause.
“I’d have to check.”
“Do it now.”
Harper heard keyboard clicks.
Then the receptionist said, “There was one.”
Harper’s chest tightened.
“Where is it?”
“Logged into secure storage.”
“Still there?”
Another pause.
“I don’t know.”
Harper’s voice sharpened.
“Go look.”
Rachel stood.
“Sophie stays here.”
Harper nodded.
“With Marco.”
“No police.”
“Agreed.”
The receptionist returned.
“Harper?”
“Yes.”
“The package is gone.”
Silence.
“Who signed it out?”
Typing.
Then nothing.
“Tell me.”
“Emily.”
Harper stopped breathing.
“No.”
The receptionist sounded confused.
“Her employee code was used yesterday.”
Harper’s mind moved quickly.
Emily would never remove evidence without telling her.
“Where is Emily now?”
“I thought she was with you.”
Harper ended the call.
She called Emily again.
Straight to voicemail.
Gabriel was still detained.
Dominic at the federal building.
Marco guarding Rachel.
Harper felt old fear rise.
Someone you love.
Threat.
Obey.
She crushed it.
Not anymore.
Rachel watched her.
“What happened?”
“My sister.”
Harper called the foundation security office.
“Locate Emily.”
The coordinator answered.
“Her car left at nine.”
“Where?”
“Parking garage.”
“Who was with her?”
A pause.
“One person.”
“Who?”
Harper closed her eyes before the answer came.
“Nolan Voss.”
